Plumbing Code Requirements and Licensing

  • Ohio Plumbing Code requires a registered plumber for all commercial plumbing work.

  • Ohio Plumbing Code:

    • Work must be done per the Ohio Administrative Code 4101:3 | Board of Building Standards: Ohio Plumbing Code CLICK HERE

  • Code Updates:

    • At its meeting on August 11, 2023, the Ohio Board of Building Standards adopted the 2024 Ohio Building (OBC), Mechanical (OMC) & Plumbing Codes (OPC) rules by incorporating by reference the 2021 edition of the International Codes (I-Codes) published by the International Code Council (ICC) with Ohio amendments with an effective date of March 1, 2024.   • Local Registration: The Highland County Health Department does not require local register of plumbers. 

  • Residential Plumbing: - Highland County Health Department does not regulate residential plumbing work.

  • Licensing for commercial work:

    • Licensing of Plumbers is done through the Ohio Construction Industry Licensing Board under the Ohio Department of Commerce. To access the licensing board website CLICK HERE

Permits and Inspections

  • A plumbing permit is needed for new commercial construction and when plumbing alterations are made within a commercial facility. Alteration can include things such as changing pipes, adding plumbing fixtures where connections did not previously exist, changing out water heaters, changing out fixtures with new, etc..

  • Highland County Health Department contracts with Clinton County Health Department for commercial plumbing coverage.

  • If a commercial plumbing permit for work in Highland County is needed - it is applied for and purchased through our office at the address listed below.

  • Plans:

    • Plans must be legible and meet all commercial plumbing submittal requirements.

    • Engineer drawings are required unless small scale work is being done - check with the plumbing inspector for guidance.

  • Inspections:

    • Inspection requests are made directly with the acting plumbing inspector.

    • Inspections in Highland County are done on Tuesdays and Thursdays.

    • Call plumbing inspector's cell number the day prior.

Fees (Highland County Commercial Plumbing as of 8/24/2023)

  • Plumbing Permit = $400.00 plus supplemental trap/fixture fee - see breakdown below

    • Application for Plumbing Permit: $200.00

    • Supplemental fee per Trap and Fixture: $ 20.00 each

    • Plan Review: $200.00

  • Special Plumbing Permit (single fixture) = $100.00

  • Re-inspection fee: $50.00

  • Local Registration: N/A - The Highland County Health Department does not require local register of plumbers. 

  • Residential Plumbing: N/A - Highland County Health Department does not regulate residential plumbing work.

How to Apply

  1. Fill out plumbing permit application. Make sure to sign it at the bottom.  

  2. Calculate your permit fee.

  3. Remit payment, application, and 2 sets of drawings to the Highland County Health Department.

  • Applications and plans can be submitted in person, via mail, or e-mail.  

  • Payments can be made in person, via mail, or over phone.  For payment's by phone call 937-393-1941.

  • Office hours: Monday & Wednesday 8 am - 5:30 pm; Tuesday, Thursday, & Friday 8 am - 4 pm. Hours may vary during holiday weeks.
